Bug Fixes for Elements

The HCALIBRATION and VCALIBRATION parameters on the QUAD element were non-functional, as reported by V. Sajaev (APS).
In sliced mode, the IBSCATTER element no longer hangs in Pelegant when a slice has fewer than 10 particles.
